There shall come forth a shoot from the stump of Jesse1,
and a branch from his roots shall bear fruit.
And the Spirit of the LORD shall rest upon him 2 ,
the Spirit of wisdom and understanding,
the Spirit of counsel and might,
the Spirit of knowledge and the fear of the LORD.
Isa 11:1-2
...
In that day the root of Jesse 1 , who shall stand as a signal 3 for the peoples—of him shall the nations inquire, and his resting place shall be glorious.
In that day the Lord will extend his hand yet a second time to recover the remnant that remains of his people 4, from Assyria, from Egypt, from Pathros, from Cush, from Elam, from Shinar, from Hamath, and from the coastlands of the sea.
He will raise a signal for the nations

Notes:
1 Paul quoted this verse in Rom 15:12. referring to the Messiah:
“The root of Jesse will come,
even he who arises to rule the Gentiles;
in him will the Gentiles hope.”
"A rod from the stem of Jesse" or "a shoot from the stump of Jesse" : In using this title, the LORD emphasized the humble nature of the Messiah. Jesse was the much less famous father of King David. It is far humbler to say, “from Jesse” than to say, “from King David.”
Indeed, Jesus did come from the stump of Jesse (from the house of king David). The royal authority of the house of David was dormant for 600 years when Jesus came as King and Messiah. When Jesus came forth, it was like a new green Branch coming from an apparently dead stump.
2 As we read in Mt 3:16:when Jesus was baptized, immediately he went up from the water, and behold, the heavens were opened to him, and he saw the Spirit of God descending like a dove and coming to rest on him..
Isaiah says:The Spirit of the LORD shall rest upon Him : The Branch that comes from the apparently dead stump isn’t just barely alive. It is full of life, and full of the Spirit of the LORD. We see here that the Messiah has seven – the number of fullness and completion – aspects of the Spirit of the LORD:
· The Spirit of the LORD is upon the Messiah. Jesus did not have a false spirit or a deceiving spirit, or even the spirit of a man. The Spiritof the LORD God of Israel rests upon the Messiah.
· The Spirit of wisdom is upon the Messiah. Jesus is perfectly wise in all things. He showed this during his earthly ministry, and He shows it now in His continuing ministry in heaven for His people. 1 Corinthians 1:30 says that Jesus became for us wisdom from God. He is wisdom.
· The Spirit of …understanding is upon the Messiah. Jesus understands all things, and He understands us perfectly. He isperfectly suited to be our sympathetic High Priest in heaven (Hebrews 4:15-16). "Understanding" in Hebrew has the idea of a sharp sense of smell. He smells out what is false or true.
· The Spirit of counsel is upon the Messiah. Jesus has perfect counsel to give us at all times. He has both the wisdom and the understanding to be a perfect Counselor. In Isaiah 11:10 we can read:who shall stand as a signal for the peoples — of him shall the nations inquire .
· The Spirit of …might is upon the Messiah. Jesus has the power to do what He desires to do. Many people would help us if they could but are powerless to help. Others may have the power to help us, but they don’t care about us.Jesus has both the love and the might to help us.
· The Spirit of knowledge is upon the Messiah. Jesus knows everything... our hearts and He knows all the facts... Jesus has knowledge that we don’t have, so it shouldn’t surprise us thatsometimes His decisions seem strange or wrong to us or to others.
· The Spirit of …the fear of the LORD is upon the Messiah.Jesus willingly kept Himself in a place of submission, respect, and honor to God the Father.
This is the model he gave us..
3 or 'banner' which is a sign, an ID in the battle, a Call sign.
4 This text is about Israel - but the description gives a broader geographical picture of the nations:
a) In the reign of the Messiah, there will be another Exodus of the Jewish people, delivering them not only from Egypt but from all nations where they have been dispersed.
b) And the Gentiles will seek Him: The glory of the reign of the Messiah will be not only for the Jewish people but also for the Gentiles. He shall stand as a banner to the people, lifted high to draw all peoples to Him.
In comparison: In Isaiah 5:26 "the banner" was used to call the nations to judgment against Israel. Now in Isaiah 11:11 "the banner" calls the nations to the blessings of the Messiah.
